1. Two points:

First, I don't actually think this is from the encrypted document. I think that encrypted file, that huge encrypted file, might (if it doesn't contain the Iraq War material, which is unclear) contain some things that have been marked "Time Sensitive" by contributors (which is an option they have with submitting material to WikiLeaks)...unless there is a catastrophic attack on WikiLeaks, itself.

Second, it's probably coming out now because of two things: First a time sensitivity issue is probably at play but also WikiLeaks doesn't just release what they get: They thoroughly index it, contact news organizations, research the material for authenticity, etc., and that takes quite a while too.

It's all a guess, though.
