We based our choice primarily on two issues on which Sestak and Toomey sharply disagree: health-care reform and Social Security.
Sestak, the Democratic candidate, voted in favor of health-care reform, which the Editorial Board supports. Toomey, the Republican candidate, favors repealing the legislation, although he acknowledged that some parts of the legislation would probably move forward anyhow, because the regulations will already be in place.
