Will somebody explain this vote to me?

Biden voted Yea, and others I respect did, too -- but Kerry, Boxer voted Nay.

I always use Boxer and Kerry (and usually Kennedy) as my belwether as to how a vote "should" go.

Clinton voted Nay, and it shows Obama as Not Voting (although if this is the bill I thought it was -- GI Bill? -- I'd heard he flew back to vote).

Can somebody enlighten me?

The only thing I can think of, (even though I have no idea what I'm talking about) is that Biden has said he will always do what it takes to ensure the troops get enough funding for equipment, etc., even if it's the "wrong" vote. This is one of the issues he said "is worth losing for".

11. I'm a logical being at heart and I can see the need for order, but

when you can't remember where you started and where the twists and turns go... I think that's why once in a while someone changes their vote on the floor - not just wheeling and dealing, but errors!

10. I think I found a helpful site about bills

Sometimes the actual Senate and House sites spend too much time referring to other bills and amendments. But it looks like this site is helpful in summarizing. I searched for HR 2642 and it came - has an overview of votes, summary of the bill, and list of amendments. So I think today's votes much have been on a couple of different amendments?
