1. So the package rate & bandwidth for tourist hotels is set, & for tourists/guests only. Like the USA.

Makes sense. Just like corporations do with the hotels here. The provider package deal with hotels here is that it is for guests only.

Try going to a resort hotel in Miami (for example) and ask for a connection without having a room reservation. No go. Its a deal set up between the provider and the hotel.

Non-tourists in Miami (residents) will have to get their own account and pay for it, or buy product from a coffee shop or some such place to log on to their hot spot, or go to the library to get free access (BUT, one must be a Miami-Dade resident to get a Miami-Dade library card, so non residents can't). All of this is much the same way in Cuba.
