I don't remember anything in Skinners rules requiring English. It would be best for a person to come here before they set up a Spanish version.

Perhaps if there were enough participants Skinner would add a Spanish division. Would be good politics.

Tell your friend to learn english. It is good for one's career. I am doing very well because I learned english, now I receive all the good assignments. For example, I was chosen to become the expert in oil spill control and regulations because I can read all the documentation prepared by the US government about the BP oil spill. This is a "plum".
