13. 57-41 with 2 Repubs not voting
because Nelson voted with Repubs and so did Harry Reid, but for a much different reason. Reid voted "no" in order to preserve his right to bring a motion to reconsider the cloture vote. If he had voted "yes" he could not have brought a motion for reconsideration.
