1. Does 'agree' mean that it should be over, or not? Your wording is contradictory.
Yes, it should be over. It should have been over in March, 2003 -- that is, never started.

4. if we left now, the civil war would start back up
but when we eventually do completely leave (and we will), the civil war will probably start back up. so there's no point.
