Curious why you automatically accuse the poster of getting it from Fox. Although "Osama" is more popular, I've also seen it spelled "Usama" plenty of times over the years. Just like how Ghadaffi's name is constantly spelled various ways in the media, there's no "correct" way to spell it in English.
