McClatchy says he's resided for most of the last 20 years in Virginia (http://www.mcclatchydc.com/2011/03/26/111109/new-rebel-leader-spent-much-of.html ).

One report says he lived in Fairfax, VA (see http://www.city-data.com/forum/northern-virginia/1241447-leader-libyan-rebels-fairfax-va-2.html ).

The online white pages show only one Khalifa Hifter in the entire US, residing in Falls Church, VA, and he's the right age (see http://www.whitepages.com/dir/a-z/hifter/khalifa ).

Fairfax and Falls Church are located within a few miles of each other -- and of CIA headquarters and the US capitol.

McClatchy also reports word that Hifter has lived in VA without any known employment.

Some sources have reported ties with the US Central Intelligence Agency. in terms of logical order in the game of regime changes.. a figure friendly to the U.S. "on the shelf" set to go at the right time, which is now. I noted that the wiki page on this person was created a couple of weeks ago, which i find interesting.
