Despite rebel setbacks and an increasingly public rift with NATO allies, the U.S. will stick to its plan to remain in the back seat of the Libya air campaign, the Obama administration insisted Tuesday after three weeks of air missions that have failed to turn the tide against Moammar Gadhafi.

France's defense minister declared that without full American participation, the West probably would not be able to stop attacks by Gadhafi loyalists on besieged rebel cities.

U.S. officials said they were comfortable with their role and had no plans to step up involvement, even as British and French officials said Washington's military might was needed to ensure the mission's success. The Americans said NATO could carry out the operation without a resumption of the heavy U.S. efforts that kicked it off last month.

"The president and this administration believes that NATO, and the coalition of which we remain a partner, is capable of fulfilling that mission of enforcing the no-fly zone, enforcing the arms embargo and providing civilian protection," White House spokesman Jay Carney told reporters.

Qaddafi’s government vowed to “confront anyone trying to get close to Misrata under the pretext of humanitarian aid,” state television said yesterday, according to Al Arabiya television.


“There should be no illusion that Qaddafi could agree to allow humanitarian aid to enter Misrata,” he said in a phone interview today. “Qaddafi is trying to capture the port in order to cut off all humanitarian supplies. NATO should concentrate its effort on preventing him from doing that.”

In a briefing in Brussels, Brigadier-General Mark van Uhm insisted Nato's actions were having an effect, but warned that Gaddafi's forces were adapting to the air strikes. "I think with the assets we have we are doing a great job … The arms embargo is in effect, the no-fly zone is effective. We are protecting the civilians. So we are executing our mission," he said.

"Pro-Gaddafi forces cannot fight where they want, they cannot fight how they want, and they cannot use the weapons they want. Nothing indicates, however, that Gaddafi has any intention of disengaging from operations."

"Because (Gaddafi's) heavy weapons systems have been hit hard over the last few days, we expect pro-regime forces to favour hit-and-run tactics by motorised columns of pickup trucks to wear out opposition forces psychologically rather than gain ground," he said.

In Misrata, heavy fighting continued, according to rebels, who claimed they had repelled two separate offensives by Gaddafi's troops. Hundreds of civilians have been reported killed since the battle for control of the city began more than six weeks ago.

I'm struggling to come up with something to say about this man. I was not aware of the Libyan uprising until I saw Mo's first report, begging for help, posted here on DU. I was stricken. Here was a man giving everything he had to explain a situation that clearly terrified him, I would not call him a coward in that moment, but you could see the fear in his eyes, and desperation in his voice. For 30 days Nabbous would spend many hours covering the uprising in Benghazi. For many nights I would go to sleep with the webcast of Benghazi live on my computer screen, looking to it occasionally to be sure it was still 'there.' Mo treated the chat room as if we were his friends, and in some way, we were. I never signed up to LiveStream to thank him for all his work and it seems somewhat shallow to do so now, given that I was a lurker for so long. Ever since I took over posting these threads "Libya Alhurra" has been linked as a source of information. It wasn't until last night, when I posted, and twitter posted on Mo's adventures out into Benghazi to try to determine the truth of the situation, that Mo's webchannel became a hit, over 2000 people were watching him stream live. This was curious to him because he'd done many reports like this in the past but he appeared somewhat bemused that the view count exploded as it did. Last night Mo became a star. This is a man who first started out with a webcast replete with fear and desperation finally overcoming that aspect of himself and losing that fear, to become someone who was a fighter for the resistance just as much as those who held the guns. Reporting on the front lines of Benghazi became his final act, and for that he should never, ever be forgotten. I'm so sorry Mo that I never got to know you better.

We have paid with our blood, with our families, with our men, and we're not going to give up. We are still going to do that no matter what it takes, but we need help. We want to do this ourselves, but we don't have the weapons, the technology, the things we need. I don't want anyone to say that Libya got liberated by anybody else. If NATO didn't start moving when they did, I assure you, I assure you, half of Benghazi if not more would have been killed. If they stop helping us, we are going to be all killed because he has no mercy anymore.

To venture where shoppers once browsed is to invite a sudden bullet from one of the Gaddafi regime marksmen crouched in office blocks along the road.

The only cars on the main artery through Libya’s third biggest city are burned and twisted, while the shops are sprayed with shrapnel and gutted by fire.

This is what Col Muammar Gaddafi meant when he gave a speech at the start of the uprising threatening to root out his opponents “alleyway by alleyway, room by room”.

Except, after 50 days of defiance, on Tripoli Street the tables have turned.

In the US, even if President Barack Obama were to issue an order allowing Libyan rebels access to the assets, his decision could face legal challenges, said former Treasury official Hal Eren, a lawyer who specializes in economic sanctions. “Gaddafi could win in court,” he said.

A team led by a Libyan-American telecom executive has helped rebels hijack Col. Moammar Gadhafi's cellphone network and re-establish their own communications.

The new network, first plotted on an airplane napkin and assembled with the help of oil-rich Arab nations, is giving more than two million Libyans their first connections to each other and the outside world after Col. Gadhafi cut off their telephone and Internet service about a month ago.

That March cutoff had rebels waving flags to communicate on the battlefield. The new cellphone network, opened on April 2, has become the opposition's main tool for communicating from the front lines in the east and up the chain of command to rebel brass hundreds of miles away.

While cellphones haven't given rebel fighters the military strength to decisively drive Col. Gadhafi from power, the network has enabled rebel leaders to more easily make the calls needed to rally international backing, source weapons and strategize with their envoys abroad.

7. All phone service is free in Eastern Libya, too.
Talk about something that will be leftover from the revolution, I bet you that free telephony will be a right granted to all Libyans.

12. Libyan Oil=EU Oil
So the US takes a back seat. Sounds fair to me. The EU is out of practice on their imperialism. I would also imagine there is very little militaristic "Support the Troops" media swooning, either. Or, having plundered the US, is this the opening gambit for Global Predatory Capitalism getting its suckered tentacles around Europe's treasuries? Wars are an excellent way to do so.

16. Training Libyan rebels to fight Gaddafi
The rebels in Libya have been fighting a back and forth battle with forces loyal to embattled Libyan leader Muammar Gaddafi. The loyalists are better equipped and organized, and may very well have overrun the rebels if not for western air strikes last month stopped their tanks outside the gates of the rebel stronghold of Benghazi. The rebels are trying to turn their commitment to their cause into organization, by offering military training to any young man in eastern Libya who wants to join the fight.

28-year-old Issa Hassan is one of the hundreds of young civilian volunteers training at the Free Libyan Army's main training base in Benghazi. He's an engineer by trade, but now he's learning how to fight.

"I came here voluntarily to learn about the weapons, to be there in the defensive line just in case Benghazi gets attacked, or if the army needs people at the front lines," he said.

The T.N.C. fears Gaddafi would use the ceasefire to consolidate his position and tighten his grip on the besieged Western city of Misratah, which is under rebel control. His past "truces" have been followed by further pushes towards Benghazi, leaving the rebels with little faith in his promises. "The world has seen these offers of ceasefires before and within 15 minutes starts shooting again," remarked rebel spokesman Shamsiddin Abdulmolah.

That reluctance to fall into line with the international community's campaign against Gaddafi has made the T.N.C. wary of the A.U.'s attempts at mediation. Benghazi residents are equally suspicious of the Union, having watched Gaddafi hand over their oil wealth to their poorer neighbors rather than invest it in modernizing their country. "All these countries are good for is taking our money," lamented Khalid al-Atti, 28, on the Benghazi corniche as muffled patriotic songs blasted from speakers near the courthouse celebrating the Feb. 17 revolution. "Now they come back and want to help Muammar stay in his palace. Why should we listen to them?"

AJDABIYA, Libya — This normally bustling city was nearly deserted Tuesday as rebel fighters pressed on to the oil port of Brega, taking advantage of recent NATO airstrikes that pushed forces loyal to Moammar Gadhafi farther west.

In Ajdabiya, rebels left behind a skeleton crew to watch over what were mostly shuttered businesses and deserted streets in a city of 130,000 residents. Rebel commander Awdea Misrati said the NATO airstrikes gave the rebels defending Ajdabiya some much-needed breathing room, but residents of the bullet-scarred city are being told to stay away until the situation stabilizes.

Misrati said weekend airstrikes fractured Gadhafi forces, leaving small pockets of men and weapons scattered along the desert road to Brega and within the city itself. Fighters reported sporadic gunfire within the city as rebels tracked government snipers left behind, and they fired rockets at a suspected group of government holdouts near the western gate.

The road to Brega is littered with the charred hulls of tanks and cars and where empty shell casings jingle underfoot. Saieb gestured to the motley defense force of about 50 rebels, only half of whom appeared to be armed.

“I thought it would be safe,” he said, “but it’s not.”

Rebel military commander wants to be America's man on the ground in Libya

BENGHAZI, Libya — Khalifa Hiftar spent the past 24 years in the United States but returned abruptly to Libya last month to join the rebels fighting to topple Moammar Gaddafi. Now, as the newly installed field commander of the fledgling force, this ­67-year-old is trying to make fast improvements to fighters who need more training, more weapons and, he says, more support from the United States.

“A lot of things are going to change,” Hiftar said, sitting behind a large wooden desk at the military command headquarters in this rebel stronghold, about 100 miles from the erratic front line where Gaddafi loyalists and rebel fighters move forward and back. “I will train them to follow orders and to be under control. The real battle will start when all our forces regroup.”

The challenge is a difficult one. So, too, is Hiftar’s place among the rebels. Some say he is trying to take a leading role late in the game, after years out of the country. He is also vying with Abdul Fattah Younis, commander of the armed forces here, for leadership of the rebel military. Younis was Gaddafi’s interior minister and commander of the Libyan special forces, but broke ranks in February to join the rebels.

Hiftar did little to play down the rivalry with Younis. He pointed out that they had also attended military school together but said their paths had diverged. “He stayed with Gaddafi for 42 years and I defected 24 years ago,” Hiftar said, adding that Younis has no “effect” on his decisions or his forces.

“There was no control when our new operations started,” Hiftar said. “There’s going to be a commander to control things now.”

Wednesday''s conference of the "International Contact Group on Libya" is expected to focus on the future of Libya after an African Union attempt to broker a peace deal between rebel groups and Gaddafi collapsed.

On the eve of the meeting, a spokesman for the rebel Transitional National Council (TNC) said it will accept nothing short of the removal of Gaddafi and his sons from the country.

Mahmud Shammam, whose group seeks international recognition as the legitimate government of Libya, also stressed: "We want to move from the de facto recognition of the council to an internationally-recognised legitimacy."

NATO aircraft destroy tanks near Misrata

Naples, 12 April – NATO aircraft destroyed another five tanks in the immediate vicinity of Misrata that were threatening the civilian population today. This follows on the reporting earlier of the strike on four tanks in the Zintan area, as NATO keeps the pressure on the Gaddafi Regime.


“As long as Regime forces continue attacking their own people we will intervene to protect them. NATO’s resolve is in its mandate to protect the civilian population,” said Lieutenant-General Charles Bouchard, the Canadian Air Force Commander of Operation Unified Protector. “Our aircraft will continue to hit Regime targets around Misrata,” he added.

Hosni Mubaraka, Egypt's former president, has been detained along with his two powerful sons pending investigations into accusations of corruption and abuse of authority, the prosecutor general has said.

"The prosecutor general orders the detention of former President Hosni Mubarak and his sons Gamal and Alaa for 15 days pending investigation after the prosecutor general presented them with the current state of its ongoing investigations," it read.

It said the ongoing investigation was into allegations of corruption, the wasting of public money, and the abuse of position for personal gain.

Mubarak's sons Gamal and his business brother Alaa were driven away in a police van with drawn curtains as an angry crowd of 2,000 people pelted the car with water bottles, stones and their flip-flops, a sign of disrespect in the Arab world.

France’s intervention in the Ivory Coast is further proof of Nicolas Sarkozy’s growing appetite for muscular intervention.

French and UN troops have helped arrest Laurent Gbagbo, whose refusal to let president-elect Alassane Ouattara was plunging the country into civil war.

It was Sarkozy who first recognised the Libyan rebels and France who fired first on Muammar Gaddafi’s forces. He took a tougher line on Egypt’s Hosni Mubarak than Britain or the United States. He has been aggressive against Iran’s nuclear weapons plans and personally intervened in the crisis in Georgia in 2008 as president of the European Union, helping ensure that Russia did not invade.

What is he up to? There are plenty of domestic critics who think he is trying to boost flagging poll numbers ahead of what promises to be a difficult re-election. Supporting the youth of the Arab spring will be useful with France’s North African minorities given Marine Le Pen’s challenge from the Right.

April 13 (Bloomberg) -- Libyan rebels said Muammar Qaddafi’s forces are stepping up attacks on Misrata and firing rockets into the city, and appealed for international help ahead of a meeting with their U.S.-led llies in Qatar.

The opposition’s Interim Transitional National Council, called for the United Nations to declare the besieged city an “internationally protected zone” and said “all necessary measures” must be taken to prevent “a massacre of men, women and children.” The Council’s leaders will hold talks in Qatar today with officials from the U.S., U.K., France and other countries giving them military support against Qaddafi.

“What we will seek is the implementation of the UN Security Council resolutions about the protection of civilians, and the opening of humanitarian corridors to Misrata and the other cities in the west that are besieged,” Abdel Hafiz Ghogha, deputy head of the council, said in an interview in Benghazi.

The rebels said on April 11 that regime forces for the first time in Misrata used Grad rockets, powerful munitions fired from truck-mounted multiple launchers. NATO said late yesterday it had destroyed five tanks near the city.

26. African Union continues to press for ceasefire despite collapse of AU plan--AJ
The African Union is seeking a way to establish a ceasefire in Libya and is trying to convince rebels in the eastern city of Benghazi to join in the effort, a spokesman for the group said.

Despite the collapse this week of an African Union-sponsored peace plan, Nouredin Mezni, spokesman for the chairman of the African Union Commission, said he hoped a ceasefire could be established "hopefully within days or hours".

"It is up to the people of Libya when we talk about political reform, we have to let Libyan people to choose their leader," Mezni said.

Foreign ministers are meeting in Qatar for talks on Libya's future, and are due to hear from representatives of the rebel national council based in eastern Libya.

William Hague has defended the decision to allow Moussa Koussa to leave Britain for Doha, saying it was for police and prosecutors to act if they believed they had cause to arrest him.

The foreign secretary said he had not had a meeting with his Libyan former counterpart since he arrived in Britain, speaking only by telephone.


"We behave according to the law. The matter of arrests is for prosecuting authorities and police; that is not for ministers to decide," he said.

Another item on the agenda will be the creation of a funding mechanism for states which want to help maintain basic services in the rebel-held east of the country and the strengthening of sanctions, Mr Hague said.


He said military intervention in Libya will end with the departure of Col Muammar Gaddafi, but could not predict how soon that could happen.

He said he believes the Libyan opposition is "steadily becoming better organised".

"It will end at some stage with the departure of Gaddafi, with a political process in Libya that is a more inclusive process." He added: "Do not underestimate what is being achieved here. With the airstrikes we have conducted, thousands of lives have been saved."

Further sanctions could be imposed on Libya at the Doha conference, foreign secretary William Hague signalled today as he insisted that Colonel Gaddafi's regime have become "pariahs in the world" and have no future in governing the country.

With no immediate prospect that the Libyan leader is preparing to surrender, Hague suggested sanctions could be ramped up to force Gaddafi out as he prepared to co-host the conference on Libya in the Qatari capital.

Hague told BBC Radio 4's Today programme that while it was impossible to say "which week" the conflict in Libya would come to an end because of the "very fast moving and unpredictable situation", it was "very clear" that the Gaddafi regime had to come to an end.

He said the Libyan regime were now "pariahs in the world" as a result of the tough sanctions already imposed.

MAD Dog Gaddafi's henchman Musa Kusa is being allowed to come and go as he pleases after fleeing to Britain - sparking fury last night.

The revelation came as Libya's hated ex-spy chief - here as a defector - yesterday jetted out again days after cops quizzed him over the Lockerbie jet bombing.

Outraged Tory MP Robert Halfon - whose family escaped from Libya when Gaddafi took power - said the UK was being used as "a transit lounge for alleged war criminals". Kusa, 62, scarpered here as Nato stepped up air strikes against the tyrant's massacre of opponents.

He has offered no apology for his suspected role in the 1988 Lockerbie atrocity that killed 270 - or the 1984 shooting of WPC Yvonne Fletcher.

EUROPEAN FOREIGN ministers resolved to conduct an EU military operation in Libya if the UN requests a mission to support humanitarian relief and protect refugees.

However, EU foreign policy chief Catherine Ashton said an intervention would be nothing close to “the traditional form of putting troops on the ground”.

The ministers discussed a draft “concept of operations” document, setting out the very broad parameters of any intervention, but did not sign off on a final document due to Swedish objections.


However, EU diplomats are expected to finalise the document in the coming days.


“Had it been ready today, we would have supported an agreement today,” Lady Ashton said.


“My proposal was to make sure that the EU was able to provide those assets if OCHA felt it was the time to do so rather than start the planning. So that’s what we’re doing.” She said it was essential that the UN believed the deployment of military assets would make a significant difference. That would be for the UN to decide, she added.

An earlier report on monsters and critics.com stated that the EU proposal to deploy a military mission to secure humanitarian relief efforts was "rebuffed" by UN leaders.

The EU appears to be finalizing planning for such missions on a "just in case" basis, on the grounds that it's best to have planning done and be ready to act should it become necessary and receive UN approval.

Al Jazeera reports:

British prime minister David Cameron and French president Nicolas Sarkozy will hold talks in Paris about the military operation in Libya.

The talks come amid a public rift between with the US over the NATO-led Libya campaign, which has failed to rout Gadhafi's forces after three weeks of airstrikes.

Sarkozy's office says in a statement that the British and French defence chiefs will also join the talks in Paris over dinner this evening.

France says NATO is not doing enough, and British and French officials say Washington's military strength is needed to ensure the mission's success. But the Obama administration insisted Tuesday that the US will stick to its plan to remain in the back seat.

DOHA, April 13 (Reuters) - U.N. Secretary-General Ban Ki-moon said on Wednesday up to 3.6 million people in Libya may need humanitarian assistance as rebels continue their fight against Libyan leader Muammar Gaddafi.

"Up to 3.6 million people in Libya may eventually need humanitarian assistance," Ban said at the start of a meeting of foreign ministers on the future of Libya being held in Qatar.

Ban also said he was in consultation with U.N. agencies and funds for possible contingencies, and said "we must mobilise all means at our disposal, including military."

AJDABIYA, Libya — A resident of the Libyan capital says two strong explosions have been heard on the outskirts of the city.

The Tripoli resident said the blasts apparently struck the area near the airport Wednesday. He asked that his name not be used for fear of reprisals by the government.

The explosions could be NATO airstrikes on targets held by Libyan leader Moammar Gadhafi.

Libyan rebels have been pleading for more NATO airstrikes as top Western and Arab envoys gather in Qatar's capital to discuss ways to end the Libyan crisis.

Paris - A French plane carrying nine tonnes of humanitarian aid for Libya left Paris Wednesday for the opposition stronghold of Benghazi, the French foreign ministry said.

The Airbus 340 was carrying mainly medical supplies for people affected by the fighting between Moamer Gaddafi's forces and Western-backed rebels trying to oust his regime, a ministry spokesman said.

• Muammar Gaddafi "and his regime" have lost all legitimacy and must leave power, the contact group believes. The contact group claims Gaddafi's regime is "weakening as his followers left him".

• The contact group has agreed a "temporary financial mechanism" to assist the rebels with "short-term financial requirements and structural needs".

• If the regime continues to attack "areas of civilian population", "all necessary action" to enforce the relevant UN security council resolution will be taken. The contact group called for an immediate ceasefire against civilians and for the regime to pull back from Libyan cities they have entered.

• The contact group will monitor "extremist elements" to try stop them exerting influence in Libya.

A military showdown is looming in Yemen after six people were killed in a bloody skirmish between rival military factions in the capital Sana'a on Wednesday as hundreds of thousands of anti-regime protesters rallied in cities across the country.

The skirmish broke out in the early hours of Wednesday morning as troops loyal to renegade General Ali Mohsin tried to wrest control of a checkpoint on the Amran road north of the capital from forces devoted to President Ali Abdullah Saleh.

Local residents said the two sides traded fire with Kalashnikovs and rocket-propelled grenades for an hour resulting in the death of two of Ali Mohsin's men, three regime soldiers and one civilian.

BENGHAZI, 13 April 2011 (IRIN) - Al Hawari hospital may be the most modern medical centre in the eastern Libyan city of Benghazi, but the large number of war wounded it has received in the last two months has stretched its limited resources.

"When the fighting began, most of the injured - both civilians and soldiers - were transferred here," said the hospital's senior medical officer Fabri El Jroshi. "We were missing a lot of important equipment to treat them, and we still are. We need material for fractures and fixtures and we badly need more nursing staff.

"Sometimes patients will find a doctor here, but no equipment for fixing a broken bone."

The 500-bed hospital has received 800-1,000 patients with war-related problems, El Jroshi told IRIN. "Providing physical therapy is also difficult. Again, we just don't have the equipment. Even before the conflict we had problems treating certain groups of patients, especially in the orthopaedic field."

Médecins Sans Frontières (MSF) emergency coordinator for Libya Simon Burroughs said: "All the doctors and medical staff that we've met in Benghazi, Brega and Ajdabya are incredibly skilled and dedicated.

Although doctors are coping, many foreign nurses working in eastern Libya have now fled, leaving gaps in many health facilities. Medical students are doing their best to fill some of the gaps."

(Reuters) - Germany has expelled five Libyan diplomats for intimidating Libyan citizens living in Germany, the Foreign Ministry said on Wednesday.

The Libyan ambassador to Germany was also summoned to the Foreign Ministry. The five diplomats have to leave Germany within seven days, the Foreign Ministry said.

Germany's Office for the Protection of the Constitution has long accused Libya's intelligence services of conducting illegal activities in Germany, including measures aimed against Libyan opposition groups.

In a statement issued at the conclusion of Wednesday's one-day summit in Doha, Qatar, the group united to call on Libya's longterm leader Muammar Gaddafi to step down.


"Gaddafi and his regime has lost all legitimacy and he must leave power allowing the Libyan people to determine their own future," the group said.


The financial mechanism being set up will allow international donations to be made - possibly from frozen assets of the Gaddafi administration - and made directly available to Gaddafi's opponents.

there's likely been a quid pro quo arrangement made w/ Saudi Arabia for their tacit acceptance of Qatari support for the Libyan TNC.

If so, that's certainly, a poor deal for the Shiite majority in Bahrain, but still, IMHO better than the alternative of support for leaving Gaddafi's mafia in power.

Libyan Foreign Minister Abdelati Laabidi has flown into Cyprus, as Gaddafi's administration pressed a fresh diplomatic offensive among Mediterranean nations. A Cypriot government official said:


The foreign minister of Libya, Abdelati Laabidi, arrives in Cyprus today and will have discussions with Foreign Minister Marcos Kyprianou tomorrow .

Mr Laabidi has also visited Greece, Malta and Turkey.


The minister, who was recently named to replace Moussa Koussa - now in Qatar - travelled to Cyprus through Tunisia, through the main Ras Jedir border post and taking a flight from Tunisia's southern Djerba-Zarzis airport, the state TAP news agency said.

Al Jazeera English 11 US jet fighters – 6 F16s and 5 EA18s – have flown “Suppression of Enemy Air Defenses (SEAD)” 97 sorties since April 4 (when lead transitioned to NATO).

“On three occasions, ordnance was fired by those aircraft. We do not characterize those as “strikes” because SEAD is considered a defensive, vice offensive, mission.”

These aircraft are “chopped” to NATO for use in this mission — their employment doesn’t require a request to DoD. This mission has been flown by U.S. aircraft since the start and has continued under NATO.

WASHINGTON — US fighter jets are still carrying out bombing raids on Libya's air defenses, the Pentagon said Wednesday, days after saying American combat aircraft had withdrawn from NATO operations.


Spokesman Colonel Dave Lapan told reporters "we have fighter aircraft that NATO has, that they can use as part of the air tasking order for suppression of air defense missions, and they have conducted some of those missions."

The US military had previously said its combat aircraft had been pulled back after a handover to NATO, and that air strikes would be carried out by allies while the United States would play a supporting role.


Lapan said American warplanes were not participating in bombing runs against tanks or other targets related to a UN mandate to protect civilians from Moamer Kadhafi's forces. US ground-attack aircraft and other warplanes remain on standby for that mission pending a request from NATO, he said.

“It was horrible, it was a nightmare,” Iman, a 29-year-old Libyan-American from Torrance, Ca., told msnbc.com on Tuesday, shortly after arriving in Malta after a 24-hour voyage from Misrata with other refugees on an overloaded fishing boat that she thought “was going to overturn in the middle of the night.”

Iman, who asked to be identified only by her first name to protect family members remaining in Libya, described how the elation that she felt when opposition forces seized control of the city in late February slowly gave way to desperation as Gadhafi’s forces fought back and began exacting a fearsome toll on the country’s third-largest city, about 125 miles east of Tripoli.

Call them the Euro-hawks – the European military powers pressuring the United States and other NATO members to play a more aggressive role in the Libya fight.


As NATO foreign ministers including Secretary of State Hillary Rodham Clinton prepare to meet in Berlin Thursday, France and Britain are expressing displeasure at the pace and intensity of NATO-led operations in Libya.


Paris and London are criticizing the Alliance for not doing enough to stop attacks on civilians by forces loyal to Libyan leader Muammar Qaddafi. They are including Washington in their criticism, suggesting that the US should consider returning its air power to help enforce the no-fly zone over Libya, a United Nations-sanctioned action.


The Obama administration’s response, coming through the Pentagon and State Department, is to express overall satisfaction with NATO’s Libya performance and to play down the need for additional air forces – specifically American forces – to reinforce the mission.


But with reports flowing out of Libya of mounting hardships for civilians, and with a military stalemate appearing to settle in, the rift in NATO over how far to take a murky mandate is likely to dominate the ministers’ Berlin meeting.

TRIPOLI, Libya — NATO said it had destroyed 12 government tanks around the besieged Libyan city of Misurata on Wednesday, after criticism from within its own ranks that it was not doing enough to stop the Libyan government from shelling and shooting indiscriminately at civilians in the rebel-held portion of the city.


Rebels, who control the port and much of the north and east of the city, reported heavy fighting but said things seemed to be going their way. The situation of civilians, however, remained desperate.

Misurata, Libya’s third-largest city, lies just 131 miles east of the capital, Tripoli. As the rebels’ only foothold in western Libya, it represents a strategic prize for both sides in the conflict — and a major irritant for Moammar Gaddafi’s forces, who would like to regain control of the city before moving decisively against rebel strongholds far to the east.

With Misurata encircled by government forces for seven weeks, the humanitarian situation in the city is “grave” and deteriorating, the United Nations children’s agency, UNICEF said this week. Water is in short supply, and sewage systems are disrupted. Electricity has been cut off, and the streets are not safe from snipers and shellfire.


Tens of thousands of children are at risk in the city, and more than 20 — ages 19 months to 17 — have died, according to Shahida Azfar, UNICEF’s regional director for the Middle East and North Africa.


“We have received information that they died as a result of sniper fire and shrapnel from the shelling,” Azfar said, adding that the shooting and shelling were coming from government forces. “Until the fighting stops, we face the intolerable inevitability of children continuing to die and suffer in this warzone. The siege must stop.”

(Reuters) - Libyan students are using mobile phones, an amateur video camera and YouTube to offer a glimpse of the war in the besieged city of Misrata where journalists are prevented from reporting freely.

Braving sniper fire, indiscriminate shelling and advancing tanks, five students go out daily onto the rubble-strewn streets of Libya's third-biggest city to film the fighting between forces loyal to Muammar Gaddafi and rebels seeking his overthrow.

"We want people inside and outside Libya to see what is happening here," group member Ghassan said by telephone from Misrata.

They started uploading videos in late February, around the time Gaddafi's forces launched a brutal crackdown on the coastal city, now the rebels' last major enclave in western Libya.

DOHA/TRIPOLI (Reuters) - A group of Western powers and Middle Eastern states called for the first time on Wednesday for Muammar Gaddafi to step aside, but NATO countries squabbled publicly over stepping up air strikes to help topple him.

In a victory for Britain and France, which are leading the air campaign in Libya and pushed for an unequivocal call for regime change, the "contact group" of some 16 European and Middle Eastern nations, plus the United Nations, the Arab League and the African Union, said Gaddafi must go.

"Gaddafi and his regime has lost all legitimacy and he must leave power allowing the Libyan people to determine their future," a final statement obtained by Reuters said.

The wording was much tougher than at a previous conference two weeks ago and gave stronger backing to insurgents fighting to end Gaddafi's 41-year rule.

Nabbous is believed to have been killed by forces loyal to Libyan leader Muammar Gaddafi in Benghazi while reporting on the claims of a cease-fire made by the Gaddafi regime in response to United Nations Security Council Resolution 1973.<10><11> Nabbous was allegedly shot in the head by a sniper soon after exposing the Gaddafi regime's false reports related to the cease-fire declaration; sitting in the back of a truck, he was using a mobile phone to record audio of the then-ongoing violence, and the audio recording cut off at the estimated time of the assault. Nabbous was in critical condition until he died around 3 p.m. CET. Nabbous' wife announced his death in a video on Libya Alhurra TV.<12>

CNN's Reza Sayah reports that Moussa Koussa's presence in Doha "was just a solo effort on his part" to meet with the opposition, "and he was rejected."

Opposition leaders won't rule out a future meeting if MK "comes to them with a written statement of what he could do for them."

On the dispute over NATO's level of airstrikes, Sayah said that NATO is doing more now, but despite the airstrikes Gaddafi's forces continue their attacks.

86. They have good reason not to trust "the emissary of death"
He headed the feared intelligence service for too long, and was known for ordering assassinations of opposition figures abroad.

But he can be useful to the opposition if, because of his closeness to Gaddafi, he can influence him to step down and leave.

For now, everybody seems to be handling Koussa with kid gloves. His influence on Gaddafi is debatable, but everybody seems to be bending over backward to use him to send a message to other potential defectors that they'll be treated well. The British even allowed him to travel freely to Doha.

And even the prosecutor for the International Criminal Court said that the fact that Koussa defected from Gaddafi will be "taken into consideration"--suggesting a very forgiving attitude that crimes of defectors may be overlooked. Of course, when all this is over the ICC's attitude may be very different...

The source, who was at "bilateral talks" (dinner) with Sarkozy and Cameron in Paris, said France did not believe UN resolution 1973 prohibited arming the rebels to defend themselves against Muammar Gaddafi's army.

But France sees "no reason today" to send weapons.



We are not doing it. And nor are the British as far as I know...It's a decision that's been taken but that does not mean we oppose those that do ...

It doesn't seem necessary today because the national transition council is not having problems finding the weapons they need and friends to show them how to use them.

107. The main thing is bleeding dry their munitions, the initial airstrikes likely made a huge dent.
You can't just arbitrarily attack buildings you think may or may not have tanks in them though so it's likely a good deal of the tanks will remain until long after the revolution is over.

109. Big controversy now over U.S. in 'backseat' role, but deploying warplanes for NATO
Funny, because it was reported a couple days ago that the U.S. still had warplanes involved in the NATO mission, but it didn't get much attention.

What's new is that U.S. aircraft are now reported to have carried out 3 airstrikes on Libyan air defense systems.

DoD says the aircraft are operationally assigned to NATO and are excluded from the requirement for a request from NATO for additional U.S. aircraft to be deployed in offensive operations.

DoD also says that airstrikes on air defense systems in a NFZ are classified as defensive missions.
