Department of Administration Secretary Huebsch did not mince words when reached on his cellphone Feb. 18 while walking from his Madison office to the Capitol for a meeting with Gov. Scott Walker. “We’re not going to negotiate.”

Later Huebsch conceded that the governor wanted to immediately open up talks with the AWOL senators. Huebsch advised against it. “It’s impossible to negotiate when you’ve left the state,” he said.

It’s been less than four months since Huebsch resigned his 94th District Assembly seat and joined Walker’s cabinet to accept what is widely regarded as the most powerful political seat in Wisconsin after the governor.

As the man in charge of the state budget and the chief author of the budget adjustment proposal that touched off the firestorm, Huebsch has been the target of Capitol protests and legal challenges.

(This year ALEC lists only one Wisconsin chair, Robin Vos, who's co-chair of the legislature's Joint Finance Committee, along with Alberta Darling, another ALEC member.)

Huebsch hasn't been mentioned (yet) in the long compilation topic on the American Legislative Exchange Council (ALEC), but reply 157 there mentions Robin Vos, and reply 158 is about Walker making Phil Montgomery -- who was on ALEC's board of directors, chaired an ALEC task force subcommittee, and was one of ALEC's legislators of the year -- chairman of the Public Service Commission. Reply 229 there links to a topic about Walker's plans for financial martial law and the promotional website that was set up and apparently spearheaded by ALEC member Alberta Darling.
