The Upshot’s new Senate election forecast gives Democrats a 60 percent chance of winning control of the chamber in November.
Included within this 60 percent is a 17 percent chance that the Senate ends up evenly split with a Democratic vice president providing the tiebreaking vote.
By our count, the Democrats need to win five seats among the 11 most competitive races. (The Democrats will need to win six if Donald J. Trump wins the presidential race; we put Mr. Trump’s chances of winning at only 11 percent). Ten of these seats are held by Republicans, and one by a Democrat, Harry Reid of Nevada, who is retiring.
That the Democrats are favored in this election should not be surprising.

A judge just dealt a blow to a big gun-maker being sued over the Sandy Hook massacre

A Connecticut judge on Thursday rejected a motion to dismiss a lawsuit against the maker of a gun used in a 2012 elementary school shooting that killed 20 children and 6 adults, the Hartford Courant reports.
Under the Protection of Lawful Commerce in Arms Act (PLCAA), gun-makers are not liable for crimes committed with their products.
However, in a blow to the maker of the Bushmaster AR-16 semiautomatic rifle, Judge Barbara Bellis ruled that law wasn't enough to have the case thrown out right now at this early stage, according to the Courant.

Scalia Took Dozens of Trips Funded by Private Sponsors
WASHINGTON — Antonin Scalia was the longest-tenured justice on the current Supreme Court and the country’s most prominent constitutionalist. But another quality also set him apart: Among the court’s members, he was the most frequent traveler, to spots around the globe, on trips paid for by private sponsors.
When Justice Scalia died two weeks ago, he was staying, again for free, at a West Texas hunting lodge owned by a businessman whose company had recently had a matter before the Supreme Court.
Though that trip has brought new attention to the justice’s penchant for travel, it was in addition to the 258 subsidized trips that he took from 2004 to 2014. Justice Scalia went on at least 23 privately funded trips in 2014 alone to places like Hawaii, Ireland and Switzerland, giving speeches, participating in moot court events or teaching classes. A few weeks before his death, he was in Singapore and Hong Kong.

"Friends, earlier this evening the State Senate passed, along partisan lines, hyper-partisan legislation -- Senate Bill 295 -- which eliminates the ability for organizations like the League of Women Voters, the NAACP, Voces del la Frontera and even city and municipal clerks to be able to conduct effective voter registration drives. It also stipulates that mailed absentee ballots not received by election day will not be counted! Currently, absentee ballots that have a post mark on election day are counted. So that means thousands of absentee ballots will be disqualified! While SB 295 does provide for some online voter registration -- a positive thing -- the obvious hyper-partisan voter suppression provisions -- added in secret and without a public hearing -- render this legislation utterly unsupportable. Both State Senator Devin LeMahieu (R-Oostburg), the primary author of this abomination, and State Senate Majority Leader Scott Fitzgerald (R-Juneau,) were both utterly incapable of being able to defend the legislation and simply called for partisan votes to defeat Democratic amendments that would have improved the bill. A number of Democratic State Senators were outstanding in their effective assault on this obviously hyper-partisan voter suppression measure: Julie Lassa of Stevens Point, Tim Carpenter of Milwaukee, Mark Miller of Monona, Jon Erpenbach of Middleton, Fred Risser of Madison, Janet Bewley of Ashland and Dave Hansen of Green Bay. Please thank them for their heroic effort. Contact every Republican State Senator and tell them how wrong they are on this. And contact your State Representative and urge they vote against this when it comes to the Assembly for a vote in the very near future. Never give up and never surrender!"

Federal judges allow gerrymandering lawsuit to proceed
A group of Wisconsin Democrats can proceed with a lawsuit that challenges the last legislative redistricting plan as an example of “extreme partisan gerrymandering,” after a panel of three federal judges found that the group has met legal standards to argue its case.
The judges on Thursday declined to dismiss the lawsuit, as sought by the Republican-led state Department of Justice.
“Although we believe that plaintiffs face significant challenges in prevailing on their claims, we conclude that plaintiffs’ complaint is sufficient to state a claim upon which relief may be granted,” wrote the panel, which includes U.S. District Judge Barbara Crabb, federal Circuit Judge Kenneth Ripple and Chief Judge William Griesbach, of the U.S. District Court in Milwaukee.
Ripple and Griesbach were appointed to their posts by Republican presidents...
...Still, the court said that DOJ could re-raise the issue in a later motion. The case is set for a trial before the three-judge panel in May.

Intimidated by public opposition, Gov. Scott Walker retreated behind closed doors today to sign two controversial Republican bills that dismantle the Government Accountability Board and increase special interest campaign influence in our state elections.
MADISON – Two controversial Republican bills to dismantle the Government Accountability Board and increase special interest campaign influence were quietly signed into law by Gov. Scott Walker today. Rather than signing these bills in public, Gov. Walker attempted to hide his actions by blocking media access and signing these bills behind closed doors.
The new laws eliminate Wisconsin’s non-partisan campaign and ethics oversight structure and make extensive changes to campaign finance laws to allow for more special interest coordination with political candidates.
“With mass layoffs at a five-year high, we should be focused on helping Wisconsin families rather than corrupt politicians and special interests,” said Senate Democratic Leader Jennifer Shilling (D-La Crosse). “It’s disappointing that Gov. Walker and Legislative Republicans continue to undermine our state’s proud tradition of clean, open and honest government instead of focusing on ways to move Wisconsin forward.”
