Actual definition of species - A species is often defined as the largest group of organisms in which two individuals can produce fertile offspring, typically by sexual reproduction. In other words Neanderthals are of the same species as us. In Kilmeade's world those of African (and probably Asian) descent are of a different species - therefore not human.

esp. In smaller countries/towns you probably end up mating with cousins,brothers,sisters etc. Mixing and matching is good.
