We all know that Trump is not the brightest bulb in the tulip patch,

do you think that (in his delusional mind) that he thought that if the federal government shut down that it would shut down Mueller's investigation? It won't but Trump is not know for thinking things through.

Your OP brings up a good possibility. Trump really has no idea how government works. I can picture him asking an adviser if the shutdown would affect the investigation.
