There is no rule that I'm aware of that prohibits the White House from using that verbiage. It's disappointing and it's disturbing that this Administration continues to damage the Executive Office through childish antics such as this. It speaks to the maturity level of the man sitting in the White House and those who surround and support him.

I keep asking myself "Who are these people"?

Every president has political aides who are paid by the taxpayers. Political meetings take place in the WH. Over time the office of the President has evolved to the point where it is impossible to separate political functions from purely governmental functions. Whether that is the best way of doing government can be argued but no one knows how to keep them separate anymore.

Imagine Trump putting up his cheesy campaign billboards in the Grand Canyon, or piping in his divisive partisan rhetoric to visitors at the Statue of Liberty. He's flagrantly rubbing our noses in his shit and daring anyone to stop him. The Republicans won't, but will the Dems?
