I suspect it actually refers to a "wall" consisting of things like cameras, motion detectors, and other technology, rather than a physical wall.

...............is a system like in that old Arnold Schwarzenegger movie, where he was in a prison, and the prisoners all had collars around their necks, and if they crossed a certain..........border?............the collars would cause their heads to explode. Can't remember which movie it was right now. You KNOW that's what he REALLY wants.
