4. I didn't see the speech, but I think this line refers to the investigation:

"Remove public employees who undermine the public good"

It's broad enough to hit at anyone in government who won't kiss the All Mighty Tangeranus's ass, but that could easily be applied to Mueller's investigation.

He's also started talking to Sessions et al about just prosecuting Mueller. Flat-out prosecuting him.
