BREAKING NEWS: A government shutdown will begin at midnight. The Senate has recessed until 12:01 a.m. without passing a spending bill.
The Senate planned to vote early Friday morning on a spending bill that would pour billions of dollars into the military and domestic programs while keeping the government operating.
The fate of the bill was uncertain in the House, where conservatives balked at adding billions to the nations debt and liberals demanded action on protecting young undocumented immigrants from deportation.
The House leadership had advised lawmakers to prepare for late night or early morning votes.
White House Office of Management and Budget spokesman John Czwartacki said late Thursday that agencies are now being urged to review and prepare for a lapse in spending after midnight.

(17,235 posts)There is no reason for everything to always be done at the last or past the last second with all of the drama and BS! Rand Paul had no problem with the tax REDISTRIBUTION of wealth to the wealthiest that will rack up more than $1.5 trillon in additional debt. Rand Paul loves the limelight and the camera.

(19,565 posts)They have to wait until 1AM to vote now, and then another 30 hours for debate before passage if they have the votes. This is all on McConnell for waiting until the last minute and giving Paul a chance to exploit an arcane Senate rule.

(19,565 posts)Thats been the basic Republican model of government my entire life. Ive heard tell of a time before such was true, but personally Im skeptical. I suspect they were just less obvious about it due to their electorate being less partisan than they are currently.

WASHINGTON Congress failed to pass a government funding bill before a midnight deadline, shutting down non-essential government services for at least the remainder of the night until the House can vote whether to approve a compromise bill passed by the Senate early Friday.
Shortly after 1:30 a.m. ET, the Senate voted, 71-28, to approve a two-year spending bill that would reopen the government if passed by the House, which was expected to take it up after 4 a.m. ET.
The Senate vote came only after Sen. Rand Paul, R-Ky., used a procedural tactic to block the Senate from meeting its deadline while he spoke for hours about his objections to new government spending. The stunt forced government agencies to begin shutting down for the second time this year ...

... The Senates approval of the budget and stopgap funding package meant it will go next to the House of Representatives, where lawmakers were divided along party lines and passage was uncertain.
House Republican leaders on Thursday had offered assurances that the package would be approved, but so did Senate leaders and the critical midnight deadline, when current government funding authority expired, was still missed.
The reason for that was a nine-hour, on-again, off-again Senate floor speech by Kentucky Republican Senator Rand Paul, who objected to deficit spending in the bill.
The unexpected turn of events dragged the Senate proceedings into the wee hours and underscored the persistent inability of Congress and Trump to deal efficiently with Washingtons most basic fiscal obligations of keeping the government open ...

... In the early hours of Friday morning, the Senate approved a two-year budget deal that would re-open the federal government, sending the plan to the House of Representatives -- where it faces a tougher vote.
The vote was 71-28 ...
Though the massive budget deal and government funding package still was expected to pass by Friday morning, congressional negotiators were scrambling all day Thursday to lock in enough votes in the House. And that was before Paul, a Republican, made public his dissatisfaction with the deal -- which would raise government spending, avert a government shutdown and lift the debt ceiling.
Paul took to the Senate floor many times Thursday refusing to agree to move up the time for a vote in the chamber on the bill, which requires unanimous consent from all 100 senators. In doing so, Paul forced the vote procedurally to occur after 1 a.m. ET on Friday, after government funding expired ...
