why don't Facebook, YouTube, Twitter, etc have buttons you can click if you see something alarming?

"See something say something" is fine, but the process should be seamless. People shouldn't be responsible for figuring out who to contact if they see something scary online. The local police? What if you don't know where the person lives?

Is there a privacy issue? I wouldn't think so, if people are posting on a public forum.
