Two categories for handgun authorization
There are just two categories of individuals who are allowed an authorization to carry: those who require one because of their occupations and those who need one for the "protection of life." They need to get an authorization from the chief firearms officer for their province or territory.

Feel free to split hairs, but MINISCULE numbers of people in Canada have handgun carry authroization. It's effectively a BAN.
And that is the point - Canada's effective handgun ban is THE REASON CANADIANS ARE NOT MURDERED WITH HANDGUNS.

Your article refers to carrying which is entirely separate from a ban. You are trying to claim that Canada's more restrictive carry requirements equates to a ban on ownership. That is false.
If the US were to adopt the Canadian licensing requirement for handguns would you
1- call that a ban even though it would not reduce handgun ownership 1iota?
2- expect it would reduce firearm homicides by any significant amount?

When they were claiming they handed out free gun locks I actually joined as a member so I could promote the program. I sent an email to their contact information on the page and the reply I received was - due to the large number of inquiries we cannot respond to individuals. I looked up a "local" group on Facebook. Their activities seem to mainly be reposting pictures and press releases from the national headquarters. I have reached out to them four times and have never received a reply. As far as I can tell they have not held a meeting or any other event in the two years since I have tried contacting them.
As best I can tell, they are a small PR firm
