The rule, which was finalized in December, added people receiving Social Security checks for mental illnesses and people deemed unfit to handle their own financial affairs to the national background check database.

Had the rule fully taken effect, the Obama administration predicted it would have added about 75,000 names to that database.

President Barack Obama recommended the now-nullified regulation in a 2013 memo following the mass shooting at Sandy Hook Elementary School, which left 20 first graders and six others dead. The measure sought to block some people with severe mental health problems from buying guns.

13. I can understand this.

But you need to look at details.

There's mental illness that can lead to things like violence. A relative of mine listened to the voices and battered his mother, committed arson in his mother's house, then battered his brother before he was stopped. (The second time was easier: He attacked a cop. Well, his mother, then a bystander civilian, then the cop. Ended the same.)

Then there's "mental illness" like some kids in my class. They're autistic, but only slightly. Or like my mother was 5 years ago. She had early stage Alzheimer's. They don't deserve stigmatizing.

Then there's the idea that executive fiat can make substantive changes to law. I disliked that under Nixon when I was 13 and haven't changed my mind on this point. Even if I like a goal, you can only poke so many procedural holes in the Constitution before it's confetti, and it doesn't matter if the destruction is for immediate good or bad.

The law defends civil rights of the mentally ill unless there's clear and convincing evidence he's a threat to himself or others Make a claim, and somebody has to evaluated the evidence, the time it takes, staffing, and likelihood of success before a judge.

One person's claim of threats don't cut it without something else.

Cops and FBI don't talk that closely.

It used to be easier to investigate. But, again, it was a civil rights issue, and, again, it's a question of individual rights vs society and how to balance the relative importance and application of individual constitution, civil, and human rights.
