Presidential proclamations aren't remotely new. Basically just statements on policy or directives. They carry no force of law unless authorized via Congress.

i've never heard of it before.
so i did a quick google and you're absolutely right. Obama's had to do with observance of holidays and such. i don't think as a response to a mass murder in a school is normal, but guess i could be wrong about that too.
