Uber driver dropped off a 19 year old guy with an AR-15 and "lots of extra mags" at a school and didn't think it strange enough to dial 911?

There were reports of 2 people killed outside of the school...do we know that the Uber driver was not the first victim? (I honestly don't know and I can't bear researching details of this kind of thing...)

Open carry when on foot in a public area is generally illegal, but is permitted in certain circumstances, as defined by Florida statute 790.25(3). For example, open carry is permitted while hunting, fishing, camping, gun shows, or while shooting, and while going to and from such activities

Long Guns – a legal firearm other than a handgun may be anywhere in a private conveyance when such firearm is being carried for a lawful use

Because of STUPID FUCKING LAWS, it does not appear he was doing anything unlawful at the time of his travelling.
These laws must change.

He went by vehicle, thus under Florida's stupid ass laws, he was acting legally.

and clips, the driver may have not realized he had a gun.

An AR-15 with a collapsible stock could fit into a case/bag about 30 inches long.
