These murderers WERE part of the Militia: the Unorganized Militia.

The 2nd states that a Well-Regulated Militia is essential. There's an opening: possession of Semi-Automatics could be made contingent on performing Militia duties. On being Regulated Well.

2 weekends a year, marching up and down the yard, training with other Gunners (like, say, our DU Gunner contingent) would make the obviously angry and alienated stand out like sore thumbs.
