The federal response is over. The NRA has already won as there seems to be the "mental health" talking point has taken over even, as there is as of yet, no evidence of mental health issues here. This is a gun issue by a disturbed person, and the perp was able to legally purchase said weapon according to some reports. So, what federal response is left? All bases are covered for there to be no federal response except the specter that something is being done.
