1. Drop-off bin at the public library?

That's how it's done in Alexandria, Virginia.

It probably gets scrapped. If you want someone to have one for dialing 9-1-1, Craigslist it.

2. Our women's shelter used to take them but there were too many.

Recycling bins for phones and other small electronics are quite common here in California.

Our Wal-Mart has a machine you can put a used cell phone in and it will pay you if it's a newer model.

who are running for their lives.

7. Our county sheriff's office takes them.

I think they give them to senior citizens in need of a refurbished phone.
