That's how it's done in Alexandria, Virginia.

It probably gets scrapped. If you want someone to have one for dialing 9-1-1, Craigslist it.

Recycling bins for phones and other small electronics are quite common here in California.

Our Wal-Mart has a machine you can put a used cell phone in and it will pay you if it's a newer model.
