With the silence from McConnell and Ryan, there is no reason for him to believe otherwise.
He said he almost has the Cabinet he wants. In other words, he has the sycophants in place that will do his bidding.
The battle for justice and truth is real.

Certainly there are some policy aspects to consider by realigning his cabinet, but I think survival was a key factor. For all his dubious intellectual qualities, Trump does seem to have a keen ability to acknowledge potential treats....or his lawyers do......otherwise why the history with NDA's/
