Flying involves aerodynamic effort applied against air by a fixed or rotary wing, but Peter Pan just sort of lifts gently into the air with no aerodynamic effort. Although he may extend his arms in wing-like fashion from time to time, those appendages are far to thin to provide any meaningful lift, especially at the minuscule airspeed he typically attains.
