California Rep. Adam Schiff (D) has introduced a bill that would give Congress oversight of any pardon that President Trump grants to a subject of the Russia investigation or to a member of his family.
In the event that Trump pardons someone connected to the Russia prbe, Schiff's bill, known as the Abuse of the Pardon Prevention Act, would require the Justice Department to turn the case files for the investigation over to the House Judiciary Committee.
If the case file contains classified information, it would also be supplied to the House Intelligence Committee.
Schiff told USA Today that the impetus of his bill was Trump's decision last week to pardon I. Lewis "Scooter" Libby, an aide to the Bush administration convicted of lying to the FBI in an investigation into the leak of the identity of a CIA agent.

I'm sure this bill won't pass but it's important to get it in the congressional record.

(115,706 posts)is absolute under the Constitution, which says the President shall have Power to grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment. However, granting a pardon as a way to conceal criminal actions relating to an investigation of the president, which this seems to be aimed at, could be an obstruction of justice even if the pardon can't be undone. If it does pass, which is unlikely, Trump wouldn't sign it. But even without such a law, if a pardon is dangled as a direct incentive to a witness/subject/target not to cooperate with Mueller, isn't that obstruction of justice anyhow?

(26,621 posts)that Democrats are pushing back. It's still important to propose legislation like this, Medicare for all, restrictions on big pharma, etc., because it's who we are and what we stand for and we can use it in the 2018 election campaigns.
