The only way it happens is if there is sufficient economic incentive. That's really hard to achieve because there is a real "chicken and egg" problem. i.e. It's hard to get them to denuclearize before the economic benefits kick in, and after they have kicked in, they lose alot of the incentive to do so.

It's going to take some brilliant diplomacy to pull it off. Trump ain't up to the task.

If there is no sovereign and my neighbor threatens to kill me what fiduciary incentive could motivate me to give up my firearms ?

In very rare instances good arms can make good neighbors.

It's why China is unavoidably critical in any hope of disarmament. Very few nations on earth would trust us to replace their own defenses.
