(8,393 posts)Theresa May made the invitation when she visited Washington shortly after the inauguration last year. She, like many others, probably expected Trump to moderate his behaviour once in office, and of course Mueller had not yet been asked to start an investigation.
The Queen could not possibly rescind the invitation without undermining her own PM. And as many have pointed out, QE II has met all sorts of depraved dictators in the past. Its a formailty, and in no way an endorsement.
They might have to gag Phillip though.

I wonder if Trump will try to yank her hand the way he did Brigitte Macron's. (No one is supposed to touch the queen without permission. When Michelle hugged HRM, HRM hugged her back, so that was "permission. )
