Congress could have acted on obstruction long ago if they were inclined, it was/is that obvious.

If he answers the questions in writing truthfully he will incriminate himself. He answers the questions and doesn't tell the truth he will be committing perjury and lying to the FBI.

He can't answer the questions. He has to take the 5th if pressed.
