The Senate GOP was fully prepared to shut down all of Hillary’s judicial nominees while they waited for the House to pass articles of impeachment. They were already making noises about “shrinking the court” and McCain - yes, Noble Statesman John McCain - said he was ready to prevent Hillary from nominating anyone. Those two seats would be open until 2020 at the earliest.

You make up the rules as you go. Scoring is arbitrary and nonsensical, and the lack of fixed rules leads to lengthy argument between the participants as to who scored, where the boundaries are, and when the game is finished.
