the FBI has no jurisdiction to investigate a state crime, this would be a State/Local crime investigated by the State/Local authorities.

she can't actually file anything in court (well, she could file a civil complaint, but it would be quickly tossed due to the Statute of Limitations)
Whether and how that alleged crime gets investigated is an open question.

That Statute of Limitations was up in the mid-80's.
She can't bring criminal charges. She can only report a crime. It may or may not end up thoroughly investigated by the state. It's not up to her what happens unfortunately.
