I saw this same sentiment somewhere else tried to rummage through history to find the story...couldn’t, Googled and found this at PR.

It simply allows the FBI to conduct a broad investigation, it doesn't require it. And it could be superseded by an order directing the FBI to limit its investigation -- an order that wouldn't have to be made public -- issued afterwards.

In other words, this is a nothing burger. And no one has the standing to "act on it."
