The FBI probably won't be able to recommend charges or produce anything of substance.

The incident is too old and cold to come up with much that is concrete, all we have are words and statements. Making it worse, the most prominent person apart from the victim and her attacker, is likely to be biased (Judge). The FBI investigation strategy was not a good move as it let's the Pubs frame this with criminal investigation standards, which favor the defendant. This isn't a criminal trial, it's a job interview, and Kavanaugh shouldn't be hired with this in his background.
