Does this refer to the "43,000" mismatch registration applications that Rachel's been talking about?

U.S. courts rule against Georgia on voter suppression cases.

I frankly can't make sense of the Reuters article. Why highlight 3000 naturalized citizens if 50,000 absentee ballots have been given the green light. Have they? Can someone summarize this article for me?
