Just saw this on CNN.
Dump wants to take money from the funds for Puerto Rico and Texas relief for his wall. Money from the brown people in PR and a red state that has far to many minorities to fund a wall to keep out more brown people. Do you see a pattern here? Hint. Brown people.
It has been allocated and he can't touch it. Such an evil ugly man.

has already ruled that environmental regulations can be bypassed for border fence construction.
No NEPA, no EIS. Whether that applies to SEPA (State), I don't know. So, maybe state courts can. But the Feds won't. |

94. Congress has passed over 100 laws
giving the President numerous powers to act under the National Emergencies Act. A number of these actually give him powers to re-allocate funds already budgeted to specific projects.
They have expressly ceded their power of the purse in a number of specific instances strictly at the discretion of the President. This has happened a number of times historically. The National Emergencies Act, as well as the follow up statutes, give the President great discretion in declaring an emergency and very few limits or restrictions on what constitutes an emergency. The term is so vague the courts could easily defer to the discretion granted by congress. Congress can terminate a Declaration by passing an act ending it, but it would be subject to veto. Both chambers would then have to overcome the veto, requiring a super majority. Unlikely to happen, at least in my estimation. |

But we are so damned gerrymandered. Get this, there were more votes by Democrats than Republicans in the state's midterms in some and still the R's won. It's SO messed up. We worked SO hard to GOTV. Fund raising, canvassing, meet and greets, dinner parties, barbecues, phone calls and we got close in so many long shot races, with women running and running the show! The good news is that local governments have started to turn. We'll be even more ready next time.

He's punishing Puerto Rico, in part because he hates Carmen Yulín Cruz, San Juan's mayor who was justifiably highly critical of Trump after Hurricane Maria. Not sure what he has against Texas; Cruz's reaction to stealing relief funds should be interesting.
This is criminal. He's like a spoiled child, testing limits and throwing tantrums when someone like Nancy Pelosi tells him NO. Sadly, so far Republicans are telling him there are NO limits. |
