About why he won't declare an emergency

1. He was bluffing, thinking the Dems would give in and fund the Wall. And now realizes they won't.

2. It's been explained to him that if he does, he will have to re-open the Government. What ever he then does will be tied up in litigation and probably no wall will be built. And the Dems can move forward without voting about the wall.

Or a little of both.

The gun nuts were afraid this would set a precedent .... you know, the next Dem president could declare a national emergency over gun deaths, and come around and take away all their guns. I'm serious! I read that somewhere.

Unilaterally able declare a national emergency with no oversight or approval of congress.

Actually no good outcome from a republican view as it

A: if upheld in trumps favor the next democratic president would have free reiegn

B. If ruled against, ends GOP unified executive branch power started by Cheney and bush....

more power. Power is the real drug he craves, and because he is such a self absorbed ignoramus he is unable to see beyond the ruling concept. He once again is caught in a trap of his own making, with no good vanity way out while it continues to expose his total lack of humanity, bottomless lack of shame, and never ending ability to blatantly lie. The dog has the bone, but doesn’t know what to do with it.

What other powers are in a President's bag of tricks for him to use to seem to fulfill an idiotic campaign promise?

Then what can he do to get that damn (and fake) wall?

push his Party to far. With each passing day,the Rethug Party shrinks in numbers. Appears the Independent Voter has all but left the Trump Whirlpool. And what is left of Trumps support are the 22% of the low information voters and the White Nationalist.

All of the polling numbers sure appear to be way off. Something has change in the Methodology. Best guess is some base line that is very suspect. Seemed to change in 2016.

told him that an Emergency Declaration would get tied up in the courts immediately, and that he would likely lose in the end.

He's stuck. And he doesn't give a shit about Federal employees.

I would say that the optics of doing so would be really bad, but I'm not really sure he cares. OTOH he would have more legal issues if he did it, so I'm really guessing that he just can't absorb any new legal challenges.
