All he said was he is not interested in going after pot stores who complied with the "Cohen Memo," i.e. complied with state laws.

That doesn't mean he won't still go after pot USERS.

He also told Cory Booker when he was questioning him about mass incarceration that it is not correct to say the majority of incarcerated drug offenders are nonviolent. He baselessly claimed that they were gang members who were convicted on drug crimes because that was the easier conviction to make. 

What he is basically saying: 1. All black men are gang members; and/or 2. It's ok to keep all those nonviolent African American drug offenders in jail because they were probably guilty of violent crimes they have never even charged for let alone convicted of.
