They won't, and really depending upon how long it goes on, that would be a relatively trivial amount. Interest rates are really low right now. But, hey, I'd vote for it.

Your first question wants to recover the money that they would get paid, where would the money for interest come from?

Plus no matter how much they get later, it doesn’t help with paying for food, transportation, healthcare and childcare today.
