I suspect the Congressional Democrats are going to cut a deal with Putin

If Barr is confirmed, and it looks likely he will be, and he blocks the release of the Mueller report, Democratic leaders are going to have little other choice.

Democrats can offer to return Russia to pre-2016 sanctions in exchange for the following:
1. Sign a treaty that commits both Russian and US against interfering with each other’s elections
2. Putin provides all information on Trump and everyone else who was involved with the conspiracy with Russia

Trump can’t refute it because it’s coming from Putin who he’s already praised to the point of licking Putin’s boots.

Putin will be inclined if he is not going to get the sanction relief he really wants with Trump as President. This last point is predicated on the failure of Congress to block the executive from relaxing sanctions like they just did.

Congressional democrats can’t make treaties. Presidents do, with the advice and consent of the Senate. That’s both Democrats and Republicans. The senate is controlled by the republicans.

Now that we have the house there is a lot more than the Mueller investigation. I also don’t think Congress can negotiate with foreign leaders as you state.

In the 1700's the Russians were instrumental in using bribery to weaken and eventually dismantle the Commonwealth of Poland-Lithuania.
