If Barr is confirmed, and it looks likely he will be, and he blocks the release of the Mueller report, Democratic leaders are going to have little other choice.
Democrats can offer to return Russia to pre-2016 sanctions in exchange for the following:
1. Sign a treaty that commits both Russian and US against interfering with each others elections
2. Putin provides all information on Trump and everyone else who was involved with the conspiracy with Russia
Trump cant refute it because its coming from Putin who hes already praised to the point of licking Putins boots.
Putin will be inclined if he is not going to get the sanction relief he really wants with Trump as President. This last point is predicated on the failure of Congress to block the executive from relaxing sanctions like they just did.

(15,807 posts)Congressional democrats cant make treaties. Presidents do, with the advice and consent of the Senate. Thats both Democrats and Republicans. The senate is controlled by the republicans.

(3,259 posts)Now that we have the house there is a lot more than the Mueller investigation. I also dont think Congress can negotiate with foreign leaders as you state.
