It prevailed 50-47 today with the ending of the shutdown being a political motivator.

If he ends the shutdown and goes the emergency declaration route, the Senate is iffy to go against him. As Rubio implied "Climate change" could make a much more compelling National Emergency case.

This isn't about a National Emergency. It is political appeasement to his racist base for his own self preservation in 2020.
