Can he STILL be charged AFTER he's out of office? Would this be considered double jeopardy? Just curious.

It's not double jeopardy because an impeachment trial isn't a criminal proceeding.

So, yes. Criminal charges would/should follow once out of office--just as they would have with Nixon had Ford not pardoned him.

A conviction in an impeachment trial means only the president loses his job with no criminal consequences at all; acquittal means he doesn't lose his job - but he can still be prosecuted after he leaves office. Anyhow, "high crimes and misdemeanors" don't even have to be statutory crimes.
