There is no real "rule" here. The closest parallel is probably a RICO case. The main use of sealed indictments is to protect witnesses and victim identities. However, as in this case, they can also be used to manage complex cases where evidence used to obtain one indictment would necessarily alert other targets of the investigation. It's really less akin to chess and more like dodge ball. If you only have one ball, you can usually only hit one person. Holding back multiple sealed indictments would be equivalent to saving up a rack of balls and throwing them all at once to hit multiple targets
