I've heard several pundits on TV speculate that it's probably OoJ and Abuse of power...

...that they have him on (just like Nixon), and indictment "declinations" might be for Trump himself. Mueller is a "by the rules guy" so, he took heed on the "cannot indict a sitting POTUS" guideline.

To me, it seems the most plausible conclusion, given what everyone's witnessed with their own eyes(!) and that Barr hasn't released the "outline" yet (although, admittedly, it also could mean he's struggling to spin and sugarcoat it to do the least amount of damage to Trump).

One thing we do know: The report isn't one page and positive for Trump. They would have released that Friday night.

He submitted written answers that might have been contradicted by testimony from others?

There was too much smoke with all the things reported in the media the past 2 years. We saw the evidence before our eyes and Mueller knows more.

I cant imagine that Barr would sugar coat or try to mis lead. With the Dems pulling both Mueller and Barr over to testify, it could get very ugly for Barr.
