Principal Conclusions MUST be at least a little bit JUICY
If the principle conclusion was that the President did nothing wrong, that there was nothing to see here, that would be very easy to summarize. And it wouldn't take a long time to distill those into a set of bullet points for briefing Congress.
The fact that the document has been called "comprehensive" and that quite a bit of work seems to be going into preparing a report of its principle conclusions suggest that we are in for at least something of a treat, even if we don't get indictments of Javanka!
