10. Mueller was charged with investigating Russian interference

Anything beyond that, he had no authority to investigate. When he did find things outside his purview, he forwarded it to the proper departments to be followed up on. He did exactly what he was supposed to do.

Because their was no underlying crime their can not be obstruction charged. Thatís the way I read it anyway.
