If Barr refuses to turn the full report over to the Congress, some patriotic soul must leak it.

Not likely to come from Barr - can only make him look bad
Ditto for Trump. I doubt Barr would share it with Trump because of the leaks in the White House.
Rosenstein might be our only hope and I doubt he'd do it.

Barr will release some of it to appease the outcry.
But he'll use the old lines about not releasing details due to:
- on going investigations
- security
- dept policy - they don't release case details on people not charged

And then he'll sit on the rest.
I doubt the full report will see the light of day in my lifetime - particularly if Trump remains their candidate for 2020.
