The two main ways for Congress to enforce a subpoena is through the DOJ or through a Federal court. Congress typically does both, expecting the DOJ will refuse to take action when the case involves the Executive branch. Same thing happened with the US Attorney firings scandal and the "Fast and Furious" investigation.
